Yes, I think it would be much easier for an international student and, more generally, easier to get into English-language programmes than into Chinese-language ones.

May I suggest UBC International MBA program in Shanghai. Its 100% Canadian & English Part-Time program at SJTU. Then you can work in Shanghai and have a MBA degree at the same time.
With a degree from Canada would be easier for you. However, application acceptance would still depend on your qualification and work experience.
