I was at a MBA information event about the Global MBA. The speaker had studied on the Singapore track and thought it was okay.

Actually, I think most negative comments on Dubai were about the sales and administration staff, not the delivery of the programme.

I don't have any concrete feedback about the program, other than it's probably pretty consistent with those through the other Manchester global MBA centers.

About jobs in Singapore: my feeling is that the program is gaining traction, but is far behind having the same industry and professional connections that the more established schools have. A quick search on LinkedIn shows that a huge majority of people with MBAs working in Singapore went to NUS, Nanyang, or INSEAD - that's for all industries: finance, IT, energy, etc.
