In Canada, a few business schools offer MBA concentrations in human resources. Brock does, as does Ryerson and a few others.

In Australia, check out University of Technology, Sydney (UTS), which also offers an MBA concentration in human resources.

In Ireland and Spain the MBA options are slimmer, mostly because in these countries, MBA programs tend to be general and specialized offerings often come in the form of masters in management (MSc) programs. There are many differences between MBA programs and MSc programs, but the essentials are that MSc programs tend to be specialized and usually require little to no work experience to get into.

In Spain, check out UC3M's Master in Human Resources Management. In Ireland, Smurfit's MSc in Human Resource Management is good.

Agreed with all of the above. It's also worth considering whether you actually need a specialized degree. With a general MBA degree, most grads will find that they can successfully fit into roles in most functional areas in a business, HR included. The exceptions would be if you were looking at roles that require a huge amount of specialized knowledge, such as analytics-types positions.
