Any ideas regarding the best programs in Europe that don't cost that much for an American, that are in English and that might not require three years work experience?

There are no good MBA programmes that meet your criteria. A good school in Europe will require tgree years work experience for an MBA, because AMBA accreditation requires that, and thus offer an MiM for people without.
