It all depends on which school you apply to. Harvard won't be interested in you, but there many schools which need students.
However I'm not an expert in scholarships. Again it depends on the school. Do not apply to schools where there are scholarships are scarce or only merit based, because you won't proably get any. Look for those with scholarships based on needs or on skills, like those sponsored by firms and awarded by an essay about leadership, innovation, etc. For example Cranfield has lots of scholarships for 14k GBP or 50% of the tuition fee. In addition they do not have an application fee.
Think that few students pay the full tuition fees, and if they do so, it's just because they can pay them (i.e. they are loaded). The trick is that the official tuition fees is only paid by those organizations who sponsor the student (his/her company, regional scholarships, etc, ...). INSEAD is the only (as far as I know) b-school that openly recognizes this situation.
In sum, shortlist b-schools which are not in the top ten and research about their scholarships schemes. Than apply to them.
