Although this is still a new part of the GMAT, your integrated reasoning score is well below average. I would think that this would be a red flag for admissions committees - at the very least they would probably ask you about it (that is, if the rest of your profile, work experience, etc. makes you interesting for them.)

A lot of the time you can email the schools and ask them directly whether they would still consider you.

Will the low IR be detrimental to my application to the schools mentioned above? Should I retake the GMAT?

It's good that you're targeting schools where your GMAT score is higher than the average of accepted students. My guess is that since the curriculum at the Singapore-based schools leans more towards the quant they won't have that much of an issue with it, especially since your score is higher than average. No guarantees though.

I panicked when I realized I was running out of time. :(
