Her GMAT score is 680 (Q:49, V36) and she has Bachelor of Engg followed by MBA from some top Institutes in India. Would request your advice on which universities would be best fit for her. SHe is planning to apply for PhD.

I don't think it works that way for most PhD applicants. You have to be interested in a specific topic and find supervisors. That means reading research and finding a topic that you would like to research from similar perspectives as a PhD supervisor.

It depends on the specialization-Is she interested in engineering or business or something inter disciplinary? Also, in PhD admissions, most universities prefer GRE than GMAT.

GMAT was fine for my PhD, but I think the real obstacle for an experienced person is showing the motivation and ability to write on a topic where they can be supervised by the school in question.
