If you go to the FIND MBA Discussion Board and type 'GMAT' into the search box, you'll find a whole host of threads discussing exactly this issue. Unfortunately, though, when it comes to finding a university that doesn't require a GMAT you may just have to trawl through a long list of institutions yourself. I'd consider starting with some of the places listed on this site, searching by region.
