I wanted to know if location of the college makes a difference in securing jobs in US. For instance , if I attend an MBA program from an uni near silicon valley does that provide me a better chance at securing management jobs in technology.
Generally, yes. You can build networks and make connections with local firms while you're studying. And occasionally, students find work at a firm after doing a summer internship. Also, different regions of the country have different industries: you mentioned Silicon Valley as a tech hub - but NYC is a good place to go for finance, Chicago for manufacturing, etc.

I'm assuming you'd be enrolling as an international student? Unfortunately, scholarships have become harder to come by for international students enrolling in MBA programs - unless you have an extremely unique profile. But usually, a school's financial aid department will direct to to resources - including fellowships and loans - that will help you fund your studies. Tepper, for instance, has a variety of fellowships that students from various countries (Spain, France, Turkey, Russia, and Turkmenistan - to name a few) can apply for.
Cornell says that over one third of its students receive some kind of scholarship funding, regardless of nationality. Their scholarships are based on merit, prior academic performance and GMAT scores - and since your GMAT is pretty average for entry into that program, you'd have to make a case with your previous work and school experience.
As far as other recommendations, it would pretty much depend on what regions you are looking at and which industry you are interested in working.
