HKU and HKUST scholarships for international students

Greetings,

I've been looking into these programs and wondering if their financial aid options are really as open to foreigners as they claim on their websites. Is it really a fair ground for someone who's coming from abroad, or is there normally a bit of bias?

These scholarships, as at other schools, aim to attract high-quality candidates who would otherwise attend better schools.
