MSc. in IESEG (France) or german schools?

Let me first provide a short introduction about myself
-I am from El Salvador (Central America) with 3 years of experience in finance in a multinational company.
-I got 9.1 in TOEFL iBT and I know German at level A2.
I am looking to do my MSc. International Business/Finance in Germany or France.
-3.4 GPA
-No GMAT taken.
-I have limited budged of 15,000 EURO.
-I want to study in english and coming back to work to LATAM after graduation (in Mexico or Central America).

I have done some research and found IESEG could be a good option (affordable tuition, accredited business school, international focus). The problem is that I just have a pretty basic knowledge of french and I'm not sure if I would take advantage of the program and its oportunities (such as internships in France).
Accredited german schools are only a few and those are quiet expensive. On the other hand, I have found different opinions on the quality and job opportunities to graduates of "Hochschulen" or "Fachhochschulen".

I am not really sure which of those would be best valued by Latin American employers (a "Fachhochschulen" degree or a "Grande Ecole" one)

Any help or advice is really needed. Thank you!

Why limit yourself to Germany or France? For a 'portable' degree, I would look first at the CFA partner program (http://www.cfainstitute.org/community/university/Pages/cfa_program_university_partners.aspx) and at the FT ranking (http://rankings.ft.com/businessschoolrankings/masters-in-finance-pre-experience-2013). Many of these schools are within your budget.

I think most employers will value a Grande Ecole degree more highly, since those schools are 'above' the universities while the FH are 'below' them.
