I graduated from a university in italy and know a few people who just spoke b1 Italian and yet got investment banking Jobs in Italy and the UK. As a foreign student does it make any sense for me to study in Portugal? What if I try to get good grades and learn a bit of the language and work hard? Is it still a big no?
Is the MSc management at nova Lisbon worth it if I don't speak Portuguese?

The experience of a few people isn't the experience of most people. I don't think you are likely to find IB jobs in Portugal with neither Portuguese nor prior experience.

What about other jobs?

Management-level jobs, not likely. A more functional-level job, at an international firm, maybe - although not speaking Portuguese will put you at a distinct disadvantage in most cases.
