Are you asking if a legitimate university can be accredited in the US, but managed abroad and use part-time staff for most teaching? Well that's almost very American university outside the USA. Amity is also a good example of a US-accredited university (with regional accreditation, better than UoP's national accreditation) which is headquartered in India and [like most online colleges] mostly has part-time staff.
PS I don't think it's right to suggest that UoP *outsources* its teaching, in the sense of hiring another company to deliver that.
