Scholarships are generally awarded on merit - your undergrad performance, GMAT scores, work experience, etc., or to those from under-represented backgrounds. You'd have to provide some more info about your background, goals, etc. to know more. In general business schools use scholarships either to make their stats look better (by attracting highly-qualified applicants), or make their cohorts more diverse. Unfortunately, scholarships are hard to get, and if you get a scholarship based on merit, it's likely that you're overqualified for that particular MBA and could get into a better program elsewhere.
In terms of graduate business programs, I don't think there's going to be huge differences in terms of funding between public and private schools.
