Yes, the fees are shown on that website. Use it. Some are totally funded, others are not. Public means the university is publicly owned, but some will be free, or cheap and others will be expensive.

It seems that international students often have many misconceptions when it comes to this "free tuition" kind of thing.

For example, it's commonly mistaken that you can find free or cheap MBA programs in Scandinavia. Read this article:

There are indeed MBA programs there that are "free," (for example, in Sweden,) but only if you're a domestic student who speaks the language.

You mentioned Germany. Likewise, as far as I know, there are no MBA English-language programs that allow international students to take advantage of public funding. You can find lower-cost MBA programs (Goethe is 19k EUR; HHL is 27k - both great values) but if you don't have German skills you'll find it exceedingly hard to find work there after graduation.

That's not quite true: the lower-quality Fachhochschule have heavily subsidised programmes, most of which do not charge international students a premium. Take a look at daad.de
