It sounds like you could use some guidance from a career counselor, to give you some clarity about your goals.
There are some great business schools, which offer MBA programs in Virginia, like Darden, W&M - Mason, Pamplin, etc., but my feeling is that these programs are a bit out of reach for you, given your work experience and GMAT score. For instance, in Mason's MBA program, students usually have about four years of work experience and average GMAT scores of 620 or so. Get your GMAT score up to 700 and that may offset your lower-than-average work experience, and you may have a chance.
There might be other programs that are closer to being within your reach, such as the MBA from Virginia Commonwealth. But you'd still need a substantial bump on your GMAT score to be competitive.
A master's in management program might be more appropriate... I believe that VCU offers a range of MS-level business programs, maybe start there.
