You should retake the exam. The very low verbal score means that a small improvement in that side of the test will produce a major lift in your GMAT.

Agreed, I think that just a bit of study time on your weak verbal points could go a long way to making you far more competitive as a candidate. Try to work on your IR skills as well, a 1 in that section does not look so great.
